CALL TO ORDER:
    The regular meeting of the City Planning Commission was called to order at 7:30 p.m. by Chairman Rasmussen.

Present:           Chairman Rasmussen, Vice-Chairman Gjervold, Commissioner Brewer, Commissioner Rajander, Commissioner Whalen, Commissioner Williams
Absent:            Commissioner Wren
Also Present:  Planning Director Werner, Associate Planner Sexton, Assistant Planner Traut, Assistant Public Works Director Baird

COMMUNICATIONS:
    An update memo on Item #3 - Kigmar Triplexes.

MISCELLANEOUS:
    Commissioner Rajander moved, Williams seconded, to continue Item #4 - Sandpiper Village Apartments, as recommended.  Motion approved 6-0.

1.    CONSENT CALENDAR:
    None.

2.    OAKVIEW DEVELOPMENT MODIFICATIONS - Frances Swazey/Stanley Davis, Co, applicants
    a.    Environmental Assessment (REA-46-84)
    b.    Planned Unit Development (PUD-24-84)
    c.    Zone Change (Z-21-84)
    Pertains to the rezoning of 4.4 acres from RM-3000 to RM-2000 PD and the establishment of maximum density of 20 units per net acre for the two multi-family areas (Southeast corner of Nut Tree Road and Marshall Road and Marshall Road and the Southwest corner of Elmira Road and Christine Drive) in Oak View Subdivision.

    Associate Planner Sexton reviewed the proposal and introduced the staff report dated January 2, 1985 into the record, noting that the proposed revision to the development was consistent with the General Plan designation for the property.  Staff recommended approval of the project.

Those speaking in favor of the project:
    There were no comments from the applicant.

Those speaking in opposition to the project:
    Bunny Cordon, resident of the area, objected to the higher density due to the lack of school facilities and the existing traffic problems.

Public Hearing Closed.

COMMISSION ACTION:
Environmental Assessment:
    Commissioner Brewer moved, Whalen seconded, to approved Environmental Assessment (REA-46-84) reaffirming the previously approved negative declaration (EA-30-80) for this project with the finding that the project is the same, or substantially the same, as that previously evaluated for the site and contains no significant impacts. Motion approved 6-0.

Planned Unit Development:
    Commissioner Brewer moved, Whalen seconded, to approve Planned Unit Development (PUD-24-84) subject to Mandatory Findings (a-g) and findings 1-6 of Section 17.54.070(c) of the Vacaville Municipal Code, and to conditions of approval:  A and B as listed in Staff report.

Zone Change:
    Commissioner Brewer moved, seconded, to approve Zone Change (Z-21-84) rezoning the Swazey property along Nut Tree Road from RM-3000 PD to RM-2000 subject to mandatory findings A and B.  Motion approved 6-0.

3.    KINGMAR TRIPLEXES - Richard Quinn, applicant
    a.    Environmental Assessment (REA-49-84)
    b.    Planned Unit Development (PUD-26-94)
    c.    Zone Change (Z-20-84)
    Pertains to the rezoning of 2 residential lots (969 & 973 Davis Street) from R-1-8000 to RM-3000 PD to permit the construction of a triplex on each of the lots which had previously been approved as duplex lots.

    Assistant Planner Sexton reviewed the proposal and introduced the staff report dated January 2, 1985 into the record, noting that the project was compatible with uses in the area and was consistent with the General Plan.  Staff recommended approval of the project.

COMMISSION ACTION:
Environmental Assessment:
    Commissioner Rajander moved, Gjervold seconded, to approve REA-49-84, which reaffirms the Southwest Sector EIR, as adequately addressing the impacts of the project and subject to findings A, B and C as listed in staff report.  Motion approved 6-0.

Planned Unit Development:
    Commissioner Rajander moved, Gjervold seconded, to approve Planned Unit Development (PUD-26-84) for the two triplexes, subject to Mandatory Findings (a-g), and findings 1-6 of Section 17.54.070(c) of the Vacaville Municipal Code, and to the following conditions of approval: A,B,C and D of staff report, and adding "E" as follows:
    E.    That should the developer modify the site plan as indicated on Exhibit "A", condition "5" of Public Works Memo #425, dated December 27, 1984 shall be deleted.
Motion approved 6-0.

Zone Change:
    Commissioner Rajander moved, Gjervold seconded, that the Commission recommend to the City Council that both parcels, consisting of approximately .52 acre, be rezoned from R-1-8000 PD to RM-3000 PD subject to mandatory findings A and B of staff report.

5.    NUT TREE AIRPORT COMPATIBILITY STANDARDS MODIFICATIONS - City of Vacaville, applicant
    a.    Environmental Assessment (REA-1-85)
    b.    Zoning Ordinance Amendment (ZO-1-85)
    Pertains to a revision of the current provisions of the Nut Tree Airport Compatibility Standards involving avigation easements and the standards pertaining to light emissions and emission of substances that impair visibility.

    Planning Director Werner reviewed the proposal and introduced the staff report dated January 2, 1985 into the record, noting that the proposed amendment would permit avigation easements to be more specific in terms of what emissions may be regulated through the easement and would provide a vehicle for enforcement of other emissions which could impair avigation activity.  A revised standard avigation form was attached as Exhibit "B".  Staff recommended approval of the project.

COMMISSION COMMENTS:
Environmental Assessment:
    Commissioner Williams moved, Whalen seconded, to approve environmental assessment REA-1-85 finding that the project involves no significant impacts and that negative declaration EA-2-83 adequately addresses the impacts of the project.  Motion approved 6-0.

Zoning Ordinance Amendment:
    Commissioner Williams moved, Whalen seconded, that the Commission recommend that the City Council adopt Zoning Ordinance Amendment ZO-1-85 finding that the proposal is consistent with the General Plan and required to achieve the objectives of the Zoning Ordinance.  Motion approved 6-0.

6.    DIRECTOR'S REPORT:
    a.    Review of Housing Opportunity Area Standards
    Following a brief report and discussion, the Commission requested that staff prepare a specific proposal report on revisions to the program criteria.

7.      ADJOURNMENT:
    The meeting was adjourned at 8:40 p.m.
