CALL TO ORDER:
     The regular meeting of the City Planning Commission was called to order at 7:30 P.M.   by Chairman Rasmussen.

PRESENT:    Chairman Rasmussen, Vice Chairman Gjervold, Commissioner Brewer,                    Commissioner Matsuhara, Commissioner Rajander, Commissioner                    Whalen, Commissioner Williams
ABSENT:    None
ALSO PRESENT:    Planning Director Werner, Associate Planner Sexton, Assistant Planner Traut, Assistant Planner Buderi, and Assistant Public Works Director Baird

MISCELLANEOUS:
    None

1.    CONSENT CALENDAR:
    Commissioner Rajander moved, Brewer seconded, to approve the following items as listed on the Consent Calendar.  Motion approved 7-0.

    a.    LEISURE TOWN ROAD BRIDGE REPLACEMENT - City of Vacaville, applicant
    Pertains to the request for an Environmental Assessment (EA-8-85) for a Negative Declaration involving the replacement of the existing bridge over the old Ulatis Creek channel with a new bridge and culvert structure, to be located on Leisure Town Road 1/3 mile south of Sequoia Drive.


2.    KRYSTEK VARIANCE  -  John Krystek, applicant
    a.    Variance (V-6-85)
    Pertains to a request to reduce the required rear yard building setback from 20' to 14' 2" in order to allow a second story balcony and stairwell at l3l6 Needham Drive.

    Assistant Planner Traut reviewed the proposal and introduced the staff report dated March 19, 1985 into the record, noting that the project is consistent with the General Plan.  Staff recommended approval of the project.

COMMISSION ACTION:
    Commissioner Brewer moved, Rajander seconded, that the Commission approve V-6-85 as meeting the five required findings (1-5) in accordance with Section 17.75.070 of the Vacaville Municipal Code and subject to conditions of approval A and B, as listed in staff report.  Motion approved 7-0.


3.    SANDPIPER VILLAGE APARTMENTS - Robertson Homes, applicant
    a.    Environmental Assessment (EA-7-85
    b.    Planned Unit Development (PUD-23-84
    c.    Tentative Map (TM-11-84)
    Pertains to the subdivision of 10.7 acres, located at the southwest corner of Peabody Road and Marshall Road, into 4 lots and the proposed development of 210 two-story apartment units on one of the lots.  Approval of a Negative Declaration is also being requested in conjunction with the project.

    Associate Planner Sexton reviewed the proposal and introduced the staff report dated March 19, 1985 into the record, noting that a traffic study was prepared (by TJKM Transportation Consultants) for the project as previously required by the Commission.

Staff recommended approval of the project.

Those speaking in opposition to the project, felt that the traffic study was not adequate; expressed concern about traffic on Marshall Road; objected to the pedestrian walkway; were concerned about screening landscaping.

COMMISSION COMMENTS:
    Commissioners Brewer, Rajander, Gjervold and Williams felt that the traffic study was not adequate; that they could not approve a Negative Declaration.  Commissioners Rasmussen, Matsuhara and Whalen felt that the impact of this project would not be significant, but could not be expected to correct the existing problems at this intersection.  Chairman Rasmussen pointed out that the property had been zoned multi-
family for many years and that adjacent homeowners should have been aware that it would be a high density development.  The Commission felt that the project was well designed.

COMMISSION ACTION:

    Commissioner Brewer moved, Rasmussen seconded, to deny the proposed Environmental Assessment.  Motion to deny approved 4-3.

    Commissioner Brewer moved, Rasmussen seconded, to deny the Planned Unit Development for the Sandpiper Village project.  Motion to deny approved 4-3.

    Chairman Rasmussen called a recess at 9:10 p.m.   The meeting was recalled to order at 9:20 p.m.

4.    SUMMERFIELD GARDEN APARTMENTS - Vitiello & Associates, applicant
    a.    Environmental Assessment (REA-13-85)
    b.    Planned Unit Development (PUD-2-85)
    Pertains to the proposed construction of 122 two story apartment units on 6.4 acres located along the west side of Nut Tree Road between Summerfield Drive and Portsmouth Avenue.

    Associate Planner Sexton reviewed the proposal and introduced the staff report dated March 19, 1985 into the record.  Staff recommended approval of the project.

    Jim Johnson, representing the applicant, stated that they agree with staff comments.

Those speaking in opposition to the project:
    None

COMMISSION ACTION:
Environmental Assessment:
    Commissioner Rajander moved, Matsuhara seconded to approve Environmental Assessment (REA-13-85) reaffirming the previously approved I-505/80 Redevelopment EIR (EIR-2-83) regarding the proposed project in accordance with the provisions of CEQA and with the findings A-D as listed in staff report.  Motion approved 7-0.

Planned Unit Development:
    Commissioner Rajander moved, Matsuhara seconded, to approve Planned Unit Development (PUD-2-85) for the 122 unit apartment complex subject to Mandatory Findings (a-g) and Findings 1-6 of Section 17.54.070 (c) of the Zoning Ordinance and to conditions of approval A to J as listed in staff report.  Motion approved 7-0.

5.    COMPREHENSIVE ANNEXATION PLAN  -  City of Vacaville, applicant
    a.    Environmental Assessment (EA-8-85)
    b.    Comprehensive Annexation Plan
    Pertains to the establishment of a comprehensive plan that would contain a summary of the City's development policies for future growth.  The plan would serve as a reference for considering future annexations and would include provisions regarding urban growth strategies, infill policies and agricultural    preservation policies.

    Community Development Director Werner reviewed the proposal and introduced the staff report dated March 19, 1985 into the record, noting that the plan establishes priorities for the properties to be annexed within the 1-5 year plan.  It must be consistent with the General Plan.  The proposed plan is for 1985-2000.  Staff recommended approval of the project.

COMMISSION COMMENTS:
    A lengthy discussion followed and several alternative were considered.

COMMISSION ACTION:
    Commissioner Matsuhara moved, Whalen seconded, to recommend approval to the City Council of an amended plan to include additional residential properties that were included in the General Plan in the 5 year plan.  Motion approved 7-0.

6.    DIRECTOR'S REPORT
    a.    Semi-Annual Vacancy Survey Results
    Based on the semi-annual survey of residential apartment vacancies, the vacancy rate in the City of Vacaville is 3.06%.  The rate has increased to slightly more than 3%, so that the severe rental housing shortage no longer exists.  The City may now accept appications to consider the conversion of existing multi-family structues to condominium units.  The next vacancy survey will be taken in September.
