Planning Commission - Regular Meeting
City of Vacaville
7:30 p.m. - City Council Chambers November 19, 1985
CALL TO ORDER:
The regular meeting of the City Planning Commission was called to order at 7:30
p.m. by Chairman Rasmussen.
Present: Chairman Rasmussen, Vice-Chairman Whalen, Commissioner Brewer,
Commissioner Gjervold, Commissioner Rajander
Absent: Commissioner Matsuhara
Also Present: Planning Director Werner, Senior Planner Sexton, Assistant Public
Works Director Baird
COMMUNICATIONS:
A letter from the applicant requesting withdrawal of Item #2, General Plan
Amendment.
MISCELLANEOUS:
None.
1. CONSENT CALENDAR:
Commissioner Rajander moved, Brewer seconded, to approve the following item
as
listed on the Consent Calendar. Motion approved 5-0.
a. ARBY'S RESTAURANT - TIME EXTENSION - Altamire Corporation, applicant
Pertains to a request for a one year time extension for a conditional use permit
(CUP-8-84) for a 4800 sq. ft. restaurant building with drive-up facilities, to be
located on the northeast corner of East Monte Vista Avenue and Allison Drive.
2. GENERAL PLAN AMENDMENT - Danny Benvenuti, applicant
a. Environmental Assessment (REA-57-85)
b. General Plan Amendment (GP-4-85)
Pertains to the revision of the Land Use Element to redesignate 36+ acres,
located south of I-80 adjoining the Leisure Town Area and the Lemmon Tree Mobile
Home Park, from RMD (Residential Medium Density) to IP (Planned Industrial).
Planning Director Werner reviewed the proposal and introduced the letter from
the
applicant into the record, noting that staff felt that the General Plan Amendment should
be resolved before the Policy Plan, which was on the agenda for the next meeting, or
continued to the next meeting to be heard in conjunction with the Policy Plan.
PUBLIC HEARING:
Those speaking in favor of the project:
David Kassis, representing D. Benvenuti Company, said that they were not ready
to
commit to development at this time, or by the next meeting. They were concerned
about Orange Drive, and felt the residential acreage was premature at this time.
Those speaking in opposition to the project:
None.
Public hearing closed.
COMMISSION ACTION:
Commissioner Whalen moved, Rajander seconded, to withdraw the applicant as
requested by the applicant. Motion approved 5-0.
3. DAWSON/STEWART VARIANCE - Richard Dawson & Michael Stewart, applicant
a. Variance (V-39-85)
Pertains to a request to reduce the minimum driveway width from 18 ft. to 12
ft. and
to reduce the minimum perimeter planter width from 5 ft. to 2 ft. in conjunction with the
conversion of an existing residential dwelling into an office building at 944 Alamo Drive.
City Planner Sexton reviewed the proposal and introduced the staff report dated
November 18, 1985 into the record, noting that adequate parking would occur with the
realignment of Butcher Road. Staff recommended approval of the project.

Richard Dawson, applicant asked for approval of the variance.
Those speaking in opposition to the project:
None.

COMMISSION ACTION:
Commissioner Gjervold moved, Brewer seconded, to approve variance V-29-85
subject to condition of Approval "A" as follows:
A. That a Design Review application is submitted for
review and approval prior to
the issuance of any building or grading permits. Any design review approval for
development of the site shall include provisions for restricting future access from Alamo
Drive in conjunction with the construction of the proposed freeway off ramp, the
dedication and future improvement of Butcher Road and a tree preservation plan for
the oak and black walnut trees which are to be retained on the site. Motion approved
5-0.
4. ADJOURNMENT:
The regular meeting of the City Planning Commission was adjourned at 7:55 p.m.
