DESIGN REVIEW COMMITTEE MINUTES
Vacaville, California
City Hall Conference Room July
31, 1986
CALL TO ORDER:
The regular meeting of the Vacaville Design Review Committee was called to order
at 4:00 by Chairman Whalen.
MEMBERS PRESENT: Chairman Whalen, Committee Members Clark, Dykwell,
Alternate Member Planning Commissioner Rasmussen.
MEMBERS ABSENT: None
ALSO PRESENT: Scott Sexton, Senior Planner; Fred Buderi, Assistant Planner;
Maureen Traut, Associate Planner; Bill Hughes, architect for
Nut Tree/Elmira Shopping Center.
MINUTES:
The minutes of the meeting of May 1, May 8, May 15, May 19, and June 12 were
approved, with the minutes of May 15, 1986 changed to read "Statewide Mini Storage
Facility".
COMMUNICATIONS:
None
MISCELLANEOUS:
The Committee noted that the Midas Center Design Review would be continued to
a future meeting.
1. NUT TREE/ELMIRA SHOPPING CENTER
a. Environmental Assessment (EA-11-86)
b. Design Review (CUP-9-86)
Fred Buderi, Assistant Planner, reviewed the proposal, introduced the report
into
the record, and recommended approval of the project subject to the conditions listed
within the staff report. Chairman Whalen asked about any traffic conflicts with the
Keith Way driveways; Assistant Planner Buderi noted that there are no conflicts
indicated within the traffic study.
Committee Member Clark asked about the right-of-way plan on Keith Way adjoining
the site. Assistant Planner Buderi noted that additional right-of-way is needed in order
to provide a left turn lane into the site and provide bike lanes on both sides of the
street. A discussion followed regarding the requirement for a bike lane and changes
that would need to be made to the site plan because of right-of-way adjustments along
Elmira Road, Nut Tree Road, and Keith Way. The Committee indicated that they would
like to see the revised site layout when it was completed. Alternate Member
Rasmussen asked for a clarification of condition 4 relating to the driveway exit along
Keith Way. Assistant Planner Buderi explained that enough room was needed for a car
to line up at a right angle at the property line in order to properly negotiate either a left
or right hand turn.
Committee Member Dykwell made a motion to approve the Environmental
Assessment (EA-11-86) and Design Review (CUP-9-86) subject to the recommended
conditions and added condition 10:
10: "Final site plans shall be submitted for review by the Design
Review
Committee."
Committee Member Neal seconded the motion and it was approved 5-0.
2. PACIFIC PIPELINE SURVEY
a. Design Review (DR-19-85)
Associate Planner Traut, reviewed the proposal, and introduced the report into
the
record, and recommended approval of the one year time extension subject to the
recommended conditions of approval.
Committee Member Dykwell made a motion to approve the one year time extension
for Design Review (DR-19-85) as recommended. Committee Member Clark seconded
the motion and it was approved 5-0.
3. DIRECTORS REPORT:
a. Associate Planner Traut noted that Catherine Fletcher
had resigned from the
Design Review Committee.
b. Senior Planner Sexton noted that mailing addresses
and phone numbers were
needed for each committee member for contact by citizens.
4. COMMITTEE COMMENTS:
Chairman Whalen requested that staff bring information to the Committee at a
future meeting regarding the bike trail/lane policy of the City.
