PLANNING COMMISSION MINUTES
City of Vacaville
7:30 P.M. - City council Chambers July 19, 1988
CALL TO ORDER:
The regular meeting of the City Planning Commission was called to order at 7:30 P.M.
by Chairman Matsuhara.
PRESENT: Chairman Matsuhara, Vice Chairman Gjervold-Mikalis, Commissioner
Alpert, Commissioner McCulley, Commissioner Rajander, Commissioner Weiss
ABSENT: Commissioner McEntee

- Letter from Tom Phillippi requesting continuance of Item #2, Nob Hill Estates.
- Letter from Rob Henley requesting continuance of Item 3, Cherry Glen Fruit

1. CONSENT CALENDAR
a. Approval of Minutes - July 5, 1988
Chairman Matsuhara moved, Commissioner Rajander seconded to approve the
minutes listed on the consent calendar, as submitted. Motion approved 6-0.
2. NOB HILL ESTATES - Mobile Park Properties, applicant
The location of this subdivision is southeast of Hidden Valley Estates and north of
the Twin Creeks area. Seneca Way is stubbed at the south end of the site.
A letter was received this date requesting a continuance for additional modifications to
their plan. Staff recommended continuance to a date uncertain, with direction to the
applicant to meet with City staff and revise the proposed plans to incorporate the items
as stated in A, B, and C, under Recommendation, of the staff report. Staff suggested
that public input be taken, but continue the public hearing and action on the item to a
date uncertain.
PUBLIC HEARING:
Tony Prague, area resident, stated concern about the R-1-12,000 zoning
designation.
Mr. Balantine, 131 Seneca, was concerned about the storm drains being able to
carry more runoff, from additional homes. He said that it floods up to their garage door
when the creek overflows. He also said that water pressure is almost non-existent and
is a major concern.
Richard Curtis, 256 Cheyenne, was concerned about building on the hills, and
said
that the plan shows a house immediately behind his rear-yard fence looking down into
his backyard.
Julie Davis, 137 Seneca, stated concern about the impact on the schools in the
area.
These schools are already at their capacity, she said.
Rick Martindale, member of the Hidden Valley Estates Architectural Review
Committee, said they were concerned about the size of the water lines and how it
would affect the water pressure in Hidden Valley Estates, and also if the project would
obstruct the view of existing houses.
Mike Burns, 100 Navajo Court, asked if there would be more than one access to
the
subdivision.
Greg Garrazi, 179 Salinas Drive, was concerned about the open space, and asked
if
they would be assessed for additional services, such as Alamo Park. Also, he was
concerned about the overcrowding of the schools.
The public hearing was continued. Adjacent property owners will be notified
of the
next hearing date.
Chairman Matsuhara asked that a grading plan and memo from the School District be
available at the next hearing.
Chairman Matsuhara moved, Commissioner Rajander seconded, to continue the item.
Motion approved 6-0.
3. CHERRY GLEN FRUIT ORCHARDS - Richard Nola, applicant
a. Environmental Assessment (EA-21-86)
A letter was received this date from Robert Henley, representing Mr. Nola, requesting a
continuance for additional time to resolve the Fire Department's requirement of having
to store sufficient water on-site for fire protection.
Chairman Matsuhara moved, Rajander seconded, to continue the item as requested.
Motion approved 6-0.
4. AIRPORT COMPATIBILITY OVER LAY ZONE - City of Vacaville, applicant
Pertains to the amendment of the General Plan, and the adoption of an Airport
Compatibility Overlay Zone. The purpose of the proposed amendments is to establish
land use limitations, height limitations and compatibility standards for properties located
within the Nut Tree Airport and the Vacaville Gliderport flight zones, as identified by the
Solano County Airport Land Use Commission in the Compatibility Maps adopted in May
1988 with the Airport/Land Use Compatibility Plan.
Associate Planner Moore reviewed the project and introduced the staff report into the
record. The report included draft General Plan Amendments relating to Airport/Land
Use Compatibility Policies, a draft Zoning Ordinance Amendment on Airport
Compatibility Standards, a Typical Avigation Easement, contour maps, and a resolution
of intention initiating an amendment to the Zoning Ordinance. The review process
included a review of land use conflicts between approved zoning and the Plan. Many
areas of conflict have been resolved by the ALUC's conceptual acceptance of the City's
proposal to use an open land plan in lieu of a parcel-by-parcel application of an open
land requirement. Staff recommended that the Commission initiate the General Plan
Amendment, the Zoning Ordinance Amendment, and direct that the draft amendments
be referred to the Solano County Airport Land Use Commission for review.
PUBLIC HEARING OPENED:
There were no comments from the floor.
The public hearing was closed.
COMMISSION ACTION:
Commissioner Rajander moved, Mikalis-Gjervold seconded, to formally initiate the
processing of a General Plan Amendment, as presented in Exhibit A. Motion approved
6-0.
Commissioner Rajander moved, Mikalis-Gjervold seconded, to adopt the attached
resolution initiating an amendment to Chapter 17.64 of the Zoning Ordinance pertaining
to airport compatibility standards, as presented in Exhibit B. Motion approved 6-0.
Commissioner Rajander moved, Mikalis-Gjervold seconded, to direct the Community
Development Department to refer the draft amendments to Solano County Airport Land
Use Commission for review. Motion approved 6-0.
Director Werner noted that the amendments would be referred to the Airport Land Use
Committee in August, back to the Planning Commission in September, and to the City
Council in October.
