CALL TO ORDER:
The regular meeting of the City Planning Commission was called to order at 7:30 p.m. by Chairman Matsuhara.

Absent:        Vice-Chairman Gjervold-Mikalis
Also Present:    Community Development Director Werner, City Planner Sexton, Senior Planner Moore, Assistant Public Works Director Baird

COMMUNICATIONS:
    An appeal of the Design Review Committee action on the Nut Tree Court Medical Building - Item 2.

MISCELLANEOUS:
    None.

1.    CONSENT CALENDAR:
    None

2.    NUT TREE COURT MEDICAL BUILDING - Gary E. Stein, applicant
    a.    Environmental Assessment (REA-55-88)
    b.    Variance (V-6-88)
Staff recommended continuance of the item to the next regular meeting when the appeal of the Design Review Committee's denial will also come before the Commission. The applicant agreed to the continuance.

Chairman Matsuhara moved, Rajander seconded, to continue this item to the next regular meeting.  Motion approved 6-0

3.    BOULDER VALLEY UNIT NO. 4 - Morton & Pitalo, applicant
    a.    Environmental Assessment (REA-64-88)
    b.    Tentative Subdivision Map (TM-9-88)
    Pertains to a request to subdivide 37.5 acres into 84 single lots.  The property is zoned R-1-6000 PD and is located on the west side of Browns Valley Parkway, north of the Sunrise-Woodcrest subdivision.  The proposed subdivision includes an 11.3 acre ark/open space site.  The proposal includes a request to reaffirm the previous Environmental Assessment consisting of the Browns Valley Area Supplemental EIR.

City Planner Sexton reviewed the project and introduced the staff report into the record, noting that the previous tentative map approval expired prior to the land part of the subdivision being completed.  The proposal is for the land 84 residential lots of the Boulder Valley development and is consistent with the previously approved master plan for the subdivision.  The street alignments and utility line extension have been established by the first three units in Boulder Valley and the first unit of Sunrise-Woodcrest to the south.  A decorative masonry wall along residential lots adjoining the park area was recommended.  Lyle Welch, Superintendent of the Vacaville Unified School District has stated that the Boulder Valley elementary school site is the District's second highest priority site.  They plan to have construction completed and occupancy be September 1990.

PUBLIC HEARING:
    John Pitalo, representing H.C. Elliott, said that they agree with staff conditions, and noted that they pay approximately $2,000 per home in school impact fees.
    Public hearing closed.

COMMISSION COMMENTS:
    A discussion followed regarding the growth issue.  Commissioner Weiss felt that the Council had directed the Commission to slow growth until the General Plan revision was completed and that it was time for the Commission to bite the bullet and stop approving subdivisions until the study was done.  Commissioner McCulley agreed that he thought the Council had requested slow growth, that they should not continue to approve new projects, but not to stop projects that were ready for building permits.  He said he felt it was not in the best interest of the City to approve this project.  He would like to step back and take that general plan look without continuing to approve time extensions.  Chairman Matsuhara disagreed, saying he did not get that message.  He felt the City was going through the General Plan for the future and was concerned about the ultimate growth limits, but not that growth should be stopped now.  He said that if the process gets out of hand the City can stop building permits with an emergency ordinance.  He felt this last section finishes the subdivision and should be approved.  Commissioner Alpert agreed with Chairman Matsuhara, and said that Elliott Homes are providing upscale and middle range housing as the Council had directed a slow-down of development, but he did recall the Council talking about water and other city services that would mean some kind of controls to limit growth, but felt that they should not piecemeal projects, and was in favor of approving the project.

COMMISSION ACTION:
Environmental Assessment:
Commissioner Rajander moved, Alpert seconded, to approve Environmental Assessment (REA-64-88) regarding the proposed project, reaffirming the Browns Valley Supplemental EIR in accordance with the provisions of CEQA and with findings A-C as listed in staff report.  Motion approved 5-1 (No:  Weiss)

Tentative Map:
Commissioner Rajander moved, Alpert seconded, to approve Tentative Map (TM-9-88) for Unit 4 of the Boulder Valley subdivision, consisting of 84 residential lots and one park/open space lot, subject to Mandatory Findings a-g and conditions of approval A-H, (amending condition B to read Lots 309-312 ...), and deleting condition I.  Motion approved 4-2  (No:  Weiss and McCulley)
