MINUTES OF THE SPECIAL MEETING
November 3, 1999

The Housing and Redevelopment Special Commission meeting was called to order at 5:45 p.m. by Chairperson Pat Gideon.

    1. Motion by Chair Pat Gideon:  To approve the Agenda as submitted.  Manina/Kloppenburg, unanimous.

    1. Recommendation to enter into sole negotiations for development of the Vacaville Town Square Project.

After the completion of our Town Square Request for Qualifications process, staff made contact with a development group, Wyatt Properties, Inc.  This group has requested that the Agency grant them a sole 90-day due diligence period to prepare a proposal for the Kendal-Dobbins-Main-Bernard sites (the so-called “ Town Square”  project) in downtown Vacaville.  Over the next 90 days, they would:  a)  prepare a preliminary site layout,  b)  line up specific tenants,  c) prepare a preliminary development plan and schedule, and d) prepare a preliminary financial proposal.

This is a well-qualified group that includes expertise in architecture, engineering, real estate investment and business operation.  The principals include the owners and operators of Sudwerk Microbreweries and the Old Spaghetti Factory chain of restaurants, a real estate investment firm, an architectural firm and a construction company.  At this time, the group is considering these two restaurants as anchor uses on the sites.  At the end of 90 days, assuming that the Agency and Wyatt agree to proceed, they would make a good faith deposit and we would begin the final negotiations of a Development and Disposition Agreement.

Motion:  To grant Wyatt Properties a 90-day sole due diligence period to prepare a formal proposal for the development of the Agency’ s land on Bernard, Kendal and Dobbins Streets.  Kappel/Manina, unanimous.
  1. COMMISSION COMMENTS

Staff described the proposed Business Improvement District (BID) ordinance being considered by the City Council.  One change that the staff recommended is that the ordinance be passed with a reduced fee for independent contractors within salons.
