SELF-EVALUATION
A Self-Evaluation for the City of Vacaville was conducted in 1994 and was combined with the Transition Plan issued on January 24, 1995.
A second, updated Self-Evaluation was conducted during 2004-2005 and completed in September 2005. The ADA Advisory Committee and City departments through the City ADA Committee participated in the Self Evaluation. The Self-Evaluation refers to the provisions specified in Title II of the ADA that apply to all services, activities, and programs, including employment to the extent not covered by Title I, provided or made available by the City of Vacaville. There are three major activities covered by Title II:
1. Those involving general public contact as part of the ongoing operations of the entity. Activities in
this category include communications with the public (telephone contacts, office walk-ins, or
interviews) and the public’s use of the entity’s facilities.
2. Those directly administered by the entity for program beneficiaries and participants. Activities in
the second category include programs that provide State or local government services or benefits.
3. Employment (to the extent not covered by Title I).
Each department completed the self-evaluation by identifying its current direct and indirect services, activities, and programs to determine what services, activities, and programs were accessible and those that required modifications to meet the needs of people with disabilities. The timeline established includes the areas of Public Notice, Nondiscrimination Requirements, Equally Effective Communication, Program Accessibility, Employment, Emergency Management, Training, Transportation, and Written Policies and Procedures.
TRANSITION PLAN
The original Transition Plan, combined with the Self Evaluation, was issued on January 24, 1995.
An updated Transition Plan was completed in September 2005. Under contract with the City of Vacaville, Sally Swanson Architects surveyed existing City facilities, streets, and sidewalks to create the new Transition Plan. The ADA Advisory Committee participated by prioritizing the barriers identified through the surveys.
The Transition Plan outlines structural changes required for program accessibility. The two sections of the plan, Facilities [Executive Summary, (Facilities Diagrams - see below), and Facility Surveys] and Public Rights-of-Way, each have 15-year plans plus additional work with dates to be determined. The success of the Transition Plan's implementation will require innovation, creativity, and the identification of additional resources to ensure access for the citizens of Vacaville and its visitors.
