	Housing Counseling Program DHR is responsible for implementing the HUD-certified Housing Counseling Program activities involving: Assisting clients with housing problems and solutions; Providing debt and money-management counseling; Providing information on tenants'/landlords' rights and responsibilities and Fair Housing Reverse Mortgage Counseling (Home Equity Conversion Mortgage, or HECM)-coming soon Foreclosure Intervention Counseling Pre-purchase and first time home buyer counseling Providing referrals to other agencies and resources as needed PG&E HEAP program application assistance Seasons of Sharing program application assistance Keep Your Home Program-mortgage assistance for California Homeowners Currently, all housing counseling services are provided *free of charge*.
