HOME IMPROVEMENT PROGRAM (HIP)

The purpose of the Home Improvement Program (HIP) is to provide access to affordable, reliable and quality home modification services that support safe in-home independence for seniors and persons with disabilities in Vacaville.

 

Program participants must be working with and have been referred to the program by one of the following agencies:

  • Area Agency on Aging
  • Christian Church of Vacaville
  • Comfort Keepers
  • Commission on Aging
  • Faith In Action
  • FIRST Program (Family Resource Center)
  • NorthBay Home Health
  • NorthBay Health at Home/Hospice
  • Realcare
  • Solano County Older and Disabled Adult Services
  • Vacaville Ministerial Association

Those eligible for the program include seniors and disabled renters or homeowners.

Three tiers of services are provided.  They are:

 

Tier I-Contract Referral List:

 

FREE for households seeking reputable local contractors

 

Tier II-Modifications:

 

Income Eligibility:

1 Person Household - $41,440

2 Person Household - $47,360

3 Person Household - $53,280

 

Items Available:  (Up to $1,000)

Hand held Shower heads

Light toggle switches

(including illuminated for bedroom, kitchen & bath)

Lever door handles

Smoke/Carbon Detectors

Toilet Modifiers

Tub/Shower Benches

Tub safety mats

Throw Rug tapes

Motion activated night light

Grab Bars*

Ramps (exterior)*

*If permit is required, household will be referred to Tier III

 

Cost

Sliding scale based on net income (a small portion of the cost may be required from homeowner or renter).

 

Tier III – Modifications & Code Corrections:

(For owner-occupants only)

 

Income eligibility:

1 Person Household - $63,360

2 Person Household - $72,360

3 Person Household - $81,480

4 Person Household - $90,480

 

Program Standards

  • Participation in the City’s Neighborhood Conservation Loan Program
  • Property must be in need of repairs to correct existing or imminent code violations. 

Examples of eligible repairs:

  • Repair termite damage.
  • Repair floors or sub-flooring.
  • Update heating, electrical, plumbing or heating system.
  • Repair roofing, doors or windows.
  • Repair foundation, walkways, driveways, fences and walls.
  • Paint interior and exterior walls.
  • Re-stucco walls.
  • Weatherization.

 

Loan Amount (up to $45,000)

This is a loan and payments are based on clients ability to repay.  In cases of very low income households, the loan may be deferred but will be reviewed annually to determine ability to pay.
