This program is honest and direct. It is solution-oriented and is designed to be easy, yet very effective in reducing the incident of crime in rental property.

1.       Attend the Crime Free Multi-Housing Manager/Owner Training Seminar

2.       Meet the C.P.T.E.D. minimum security Requirements

3.       Organize a Resident "Safety Social" - a crime prevention meeting

 
The program utilizes a unique three part approach that ensures the crime prevention goal while maintaining an approach that is very tenant-friendly.
 
Phase I 
   Phase I is an 8-hour training seminar for property managers 
                   owners  presented by the police department. Topics include tenant 
                   screening, crime prevention, evictions and drug/gang recognition. 
                   Attendees receive a certificate upon completion.
  
 Phase II                 
   
Phase II is a security assessment of the rental property to certify 
   that minimum safety requirements have been met. 
 Phase III               
   
Phase III is a crime prevention meeting for tenants. The property
   t
hen receives full certification.

Once fully certified, the property manager will receive a gold certificate. (This certificate is the only certificate that has an expiration date. It is renewed each year after the subsequent Safety Social and C.P.T.E.D. Inspection has been conducted.)

After completion of the first safety social, the management can post the Crime Free Multi-Housing program signs on the property. It is recommended that one sign be posted at each entrance to the property where prospective residents will see them.

The sign is the property of the Vacaville Police Department, and permission to display the sign can be revoked if the property is sold, the management no longer wishes to participate in the Crime Free Multi-Housing program, a new manager takes over and refuses to be trained, or the complex no longer meets the C.P.T.E.D. requirements of the program.
