John Carli

JOHN CARLI

Lieutenant

Patrol Division

Lt. John Carli is a commander responsible for operations within the police department’s Patrol Division including Traffic. During his career with Vacaville he has served as a Detective, Field Training Officer and K9 officer. As a sergeant John supervised the Critical Incident Negotiation Team, K9 Unit, Firearms Instructors, Police Technology, and the Office of Professional Standards.

 

John holds a Bachelors Degree in Criminal Justice Management from Union Institute and was awarded a Master’s Degree in Strategic Leadership from Mountain State University. John teaches various law enforcement topics including computer crime investigations and Internet intelligence at conferences and training events nationwide.

TERRY CATES

Administrative Services Division

Lt. Terry Cates is the Commander of the Administrative Services Division, which includes the Family Investigative Response Services Team, Family Resource Center, the Office of Professional Standards, the Communications Center, the Training / Recruitment Section, the Records Section and the Volunteers in Policing (VIPS).

 

Terry joined the Vacaville Police Department in 1989 as a Patrol Officer. During his career he has served as a Field Training Officer, Motorcycle Traffic Officer, Motorcycle Instructor, Critical Incident Negotiations Team member, Emergency Vehicle Operations Instructor and Peer Support Team Member.

 

Terry promoted to Sergeant in 1999 where he served as a Patrol Sergeant, Motorcycle Traffic Sergeant, Office of Professional Standards, Critical Incident Negotiations Team Leader, Emergency Vehicle Operations Program Manager, Fleet Manager, Special Events Coordinator and Reserve Coordinator.

 

Terry previously worked from 1986-1989 as a Deputy Sheriff with the Solano County Sheriff’s Department, 1984-1986 as a Deputy Sheriff with the Yolo County Sheriff’s Department and 1982-1984 as a Reserve Police Officer with the Winters Police Department.

 

Terry holds an A.S. Degree in Criminal Justice, A.S. Degree in Corrections and a B.A. Degree in Criminal Justice Management.

Ian Schmutzler photo

IAN SCHMUTZLER

Lieutenant

Field Services Division

Lt. Ian Schmutzler is the commander responsible for the Field Services Division, including Patrol and the Youth Services Section (YSS).  Ian began his career as a police officer with the Oakland Police Department in 1997. 

 

After coming to the Vacaville Police Department in 2000, Ian was a Field Training Officer and a detective on the Narcotics Enforcement Team.  He was promoted to the rank of sergeant in 2006, where he supervised the Defensive Tactics Team, Critical Incident Negotiations Team, Mobile Field Force Team, and Peer Support Team.  Ian was promoted to the rank of Lieutenant in July of 2011.

 

Lt. Schmutzler holds a Bachelor’s Degree and a Master’s Degree in Criminal Justice Management, both from the California State University, Sacramento.  Ian teaches various law enforcement topics at the Napa Valley College Criminal Justice Training Center, including use of force law, the “Officer Safety” block, and report writing.
