GoldbergED GOLDBERG,

LIEUTENANT

Administration Division 
Lieutenant Ed Goldberg began his career as a police officer in 1980 with the Vacaville Police Department.  He has served as a Patrol Officer, K-9 officer, and Field Training Officer.  He was promoted to Sergeant in 1987 and served as a Patrol Sergeant, Traffic Sergeant, Youth Services Supervisor, and Administrative Sergeant.  Ed was promoted to Lieutenant in 1996 and has served as the Investigations Commander, Patrol Commander, and his current position as the Administrative Services Commander.  Ed is a graduate of the
National FBI Academy and holds a Masters Degree in The Art of Leadership from Saint Mary's College.  Ed enjoys spending time with his wife and three children, reading a good book, and fishing.

weaverRANDY WEAVER,

LIEUTENANT

Patrol Division 
Randy Weaver is one of two Patrol Lieutenants who are responsible for the police department’s uniformed patrol services. Lieutenant Weaver has been decorated with the department’s Distinguished Service Medal and has served the community for over twenty years in many assignments including Investigative Services Section, Community Policing, Narcotics, Traffic, SWAT and Mobile Field Force. He received his Master’s degree in Organizational Leadership from Saint Mary’s College in 2005 and a Bachelor’s Degree from
Chapman University in 2003.

AshfordMIKE ASHFORD,

LIEUTENANT

Patrol Division
Lieutenant Mike Ashford began his career with the Vacaville Police Department in 1979. He served on the SWAT team and as a detective before being promoted to sergeant in 1990. He has supervised the Street Enforcement Team, Family Services Unit, Youth Services Unit, Investigative Services Section and the Office of Professional Standards. Mike was promoted to Lieutenant in 2006 and is currently serving as a Patrol Commander. Mike holds a Bachelors Degree in Criminal Justice from California State University Sacramento and a Masters Degree in Organizational Leadership from Saint Mary's College.

MakowskiJAN MAKOWSKI,

LIEUTENANT

Investigative Services Division

Lt. Jan Makowski is the Investigative Services Division Commander.  This division includes the Investigations Section, Narcotics Enforcement Team, Crime Suppression Team, Crime Prevention, and Crime Analysis.   Jan holds a B.A. Degree in Criminal Justice from California State University, Sacramento and was awarded a Master of Arts in Leadership from Saint Mary's College.  Jan began his policing career as a Deputy Sheriff in San Joaquin County and moved to Vacaville in 1980.  He has a total of 27 years of policing experience.  Jan is also responsible for the Special Weapons And Tactics Team and the Critical Incident Negotiations Team.

Craig Courtemanche, Lt.CRAIG COURTEMANCHE,

LIEUTENANT

Family & Professional Services Division

Lt. Craig Courtemanche is the Commander of the Family and Professional Services Division, which includes the the Youth Services Unit, the Family Investigations Response Team Unit, The Office of Professional Standards, the Technology unit and the Family Resource Center. Craig holds a B.A. in Human Relations, and was awarded a Master's degree in Public Administration from Golden Gate University.  Craig started his law enforcement career with the Santa Maria Police Department in 1982, and came to Vacaville in 1984. He has a total of 23 years law enforcement experience.

 

Craig teaches various law enforcement topics at Solano, Santa Rosa and Napa Community Colleges.  In addition to his regular command responsibilities, he also is in charge of the Department‘s Mobile Field Force and has been affiliated with the Critical Incident Negotiations Team for over 18 years.
