The City of Vacaville began construction of the Elmira Road Widening project.  This project will widen the north side of Elmira Road, between Peabody Road and Allison Drive, by approximately 50 feet to allow for three lanes of travel in each direction and protected left turn pockets. After the widening, Elmira Road will match the existing widths at the Peabody Road and Allison Drive intersections.  As part of the project, a 10 ft. wide pedestrian and bicycle path will be constructed along the north side of Elmira Road.  Also, raised medians will be constructed.  The medians will be landscaped with an assortment of shrubs/grasses, groundcovers, boulders and cobbles.  A new storm drain system will be installed along the north side of the roadway. 

 

At the Peabody Road intersection, the project will extend the left turn lane from westbound Elmira Road onto southbound Peabody Road to 350 feet (it is currently 220 feet).  The Shasta Drive intersection and signal will be modified.  Protected U-turns from left turn pockets will now be permitted on Elmira Road at the Shasta Drive signal.  At the Allison Drive Intersection, a second left turn lane from eastbound Elmira Road onto northbound Allison Drive will be added. The lanes will be 215 feet long (versus the one 120-foot lane that exists today).

 

North Bay Construction, Inc. of Petaluma, California has been awarded the contract for construction of the project.  Construction will begin in late August / early September of this year.  Construction is anticipated to continue through May/June 2007.  The actual duration of the project will be dependent upon weather conditions over the winter season.

 

The City is committed to minimizing traffic disruption as much as possible during construction; however, given the magnitude of reconstruction involved and the volumes of traffic on Elmira Road, delays and congestion are inevitable. Elmira Road will remain open during construction, but there will be significant congestion at various times and locations as construction proceeds.  The City is requiring the Contractor to phase the work so that two lanes in each direction will remain open to vehicular traffic.  Traffic will need to be shifted between the north and south sides of the roadway at the various stages to allow construction operations to continue. 

 

Access to businesses and residences will be temporarily impacted during construction; however, some form of access will always be maintained to businesses and residences. Driveways to businesses off of Elmira Road that have secondary access off of Aegean Road will need to be closed for a period of time to allow construction of the new roadway.  The City will provide special signage to inform the Public that businesses are open and can be accessed off of Aegean.
